For progression yeah, Gorgorab was my support carry for a long time. Not sure he's better than Arbiter if all else is equal, but not a bad call to build Arbiter purely for arena and Gorgorab with some more survival for dungeons. Both are currently rank 5, level 50, 5* ascension. Gorgorab is missing a book on his A1 and Apoth is fully booked. Gorgorab has T5 masteries, and scrolls for T6 but I need him to 6* to use them.
