4l60e wont shift into 2nd unless take foot off gas. The fluid was off bottom of dipstick so I dropped pan and changed filter, new fluid, hoping the low fluid was causing low pressure and perhaps as result, no overdrive. Now, -reverse fine. -shifts well from 1-2 and 2-3, though a little harder than previous test drive before fluid change, running at correct fluid level.

There is a simple way to check if its tune related or mechanically related. Log or watch "Current Gear" if you see it change from 1-2 or 2-3 etc and it doesnt shift then its mechanical.
