The Burgundian inheritance is random. While you can influence your chances, it is never guaranteed. But the game doesn't force you to get the BI. If you don't get it, you can just conquer the provinces for your missions. The mission Italian Ambition gives you permanent claims on the lowlands.

Burgundian inheritance is the most complicated event in the game. There is A LOT that goes into it. But basically any christian country can get it provided certain conditions are met.
